Libraries can and should move beyond merely lending media. Although private groups do it already, public libraries should lend tools and bicycles. Beyond that, why not offer resources that could encourage local production, such as a commercial grade kitchen, a maker-space, or a community kiln.

One more thought:
While it would be great for public libraries to adapt and make these changes, it is important for regular citizens to recognize that they can join together and make libraries of their own. It would not be difficult for neighborhoods to catalog their individually owned items (using a system like Kassi.eu or NeighborGoods) or to form a non-profit library that they can donate materials to. More informally, these community libraries could be started in an empty garage or in the extra-space of a shop or cafe.
